The James K. Hahn City Hall East building serves as the central HVAC plant for both City Hall East and an adjacent municipal building in downtown Los Angeles. As part of the City’s ongoing sustainability initiatives, facility managers sought to reduce cooling tower water consumption, minimize chemical use, lower maintenance costs, and extend the service life of critical HVAC equipment. To support these objectives, the City selected Dynamic Water Technologies’ Dynamic Scale Remover (DSR) system for its four 750-ton cooling towers, marking the first DSR installation for the City of Los Angeles.
The Dynamic Scale Remover (DSR) system was integrated into the cooling water system to improve overall performance while reducing reliance on traditional chemical treatment. Designed to control scale formation, minimize corrosion, and manage biological growth, the system helps cooling towers operate more efficiently while supporting higher water-use efficiency and reduced operating costs.
Project performance was independently evaluated by the National Renewable Energy Laboratory (NREL) through the U.S. Department of Energy’s High Impact Technology Catalyst Program. The study confirmed significant water savings while maintaining effective control of scale, corrosion, and biological growth throughout the cooling system. The project also demonstrated substantial reductions in chemical consumption, including acids, corrosion inhibitors, surfactants, and supplemental biocide treatment.
By improving cooling tower performance while reducing water use, chemical consumption, and ongoing maintenance requirements, the project helped the City of Los Angeles advance its long-term sustainability goals. In recognition of these achievements, the project received the 2020 Water Performance Project of the Year award.
